UK Government Spending Review 2025
On 11 June HM Treasury published the very comprehensive forward Spending Review document which the Chancellor presented to Parliament. This follows directly from the Autumn Budget 2024 and Spring Statement 2025. Reference is made at the end of this document to 51 detailed, separate reports covering a very wide range of subjects from the Strategic Defence Review to prison place assessments. Further evidence documents will be published soon, including the Infrastructure Strategy and Industrial Strategy.
The spending review covers the period 2025-2030 and in broad terms covers commitments to affordable housing, health and social care, transport, energy security and defence. Overall total spending rises from £ 517 billion to £ 584 billion. Additionally overall investment spending rises from £ 131 billion to £ 152 billion.
Affordable Housing investment will be a huge £39bn over ten years to really boost the affordable homes programme and to dovetail in with the already announced radical planning reforms to the National Planning Policy Framework.
Additionally Homes England will receive an extra £5bn over five years and there will be a:
- £30bn boost over five years to NHS estate repairs
- £7bn boost over five years for military accommodation, and
- £7bn over five years for new prison places.

Mid Sussex District Council (MSDC)
MSDC has issued the press release linked below detailing the reasons behind the Council’s legal challenge against the Secretary of State for Housing, Communities and Local Government after being advised by the Planning Inspectorate that it is considering failing the area’s District Plan. The Council considers this to be an extraordinary response to a technical matter that could easily be remedied another way, and risks exposing the area to speculative, opportunistic planning applications.
