Rex’s Notes September 2023

Councillor Rex Whittaker updates us for September.

August is traditionally a quiet period for councils because of the school holiday period – but September and the run up to December is an incredibly busy time.

Mid Sussex District Council next meet on Wednesday 20 September.

Other Diary Dates

  • Saturday 21 October the East Grinstead & Community Bonfire Group are holding an evening torchlight parade through the High Street followed by fireworks at East Court.
  • Wednesday  1 November is Imberhorne School Career Fair
  • Sunday 12 November is the High Street Remembrance Parade
  • Saturday 25 November will be the annual Christmas lights switch on High Street plus ‘ Big Reveal ‘ event

Planning Matters

The planning world continues to be very busy.

East Grinstead has two MSDC allocated future housing sites at Crawley Down road ( 200 houses ) and Imberhorne Farm ( 550 houses). However despite being allocated in the strategic planning District Plan – both of these sites need to proceed individually through the lengthy planning application process.

Details of the Barratt David Wilson full application scheme for 200 houses at 71 Crawley Down road in Felbridge can be found by viewing the MSDC on-line planning portal for site reference DM/23/0810. This is likely to be considered by the MSDC planning committee before the end of this year.

It is expected that the Imberhorne Farm outline planning application will be submitted in September , with a determination in 2024.

Mid Sussex District Council have an adopted Strategic District Plan from 2018 – but have for the past two years been reviewing this and preparing an updated forward plan that takes policy and land allocations beyond 2031 to 2038. This has already had one round of full public consultation. Currently all 24 parish councils within Mid Sussex are being briefed on the current position with this plan , and to have discussions on infrastructure delivery that will be required for these proposals. It is expected that a final and second public consultation will take place in early 2024 before proceeding to an independent public examination.


The Gatwick Airport Ltd planning application to convert the emergency runway into a fully operational second runway – has now been received and authorised by the planning inspectorate.

This is part of a complicated Development Consent Order National infrastructure process which will see an expert independent inspector appointed to conduct a very thorough and exhaustive public examination in Spring 2024.

East Grinstead Town Council and Mid Sussex District councils are working very closely together to track this process – and to scrutinise the library of documents and evidence that will be published between now and December. MSDC have a retained expert aviation consultant to provide constant advice here.
